Instead, the network arrived one contract at a time.
A homeowners association buys a few cameras.
A police department installs 50 more.
A shopping center joins.
Another town signs up.
Cameras appear at entrances, intersections, highways, schools, apartment complexes, meeting venues and businesses.
Then those observations are searchable, by anyone, for any reason, without warrant.
